Why can payload fail before towing capacity?

Tongue weight, people, cargo and hitch hardware all ride on the tow vehicle. That load can consume the truck's payload even when the trailer itself is below the tow rating.

Should I enter dry trailer weight?

Use the expected loaded trailer weight whenever possible. Dry weight does not include cargo, water, tools, batteries, accessories or other items you may actually carry.
